Biography
Kelley Land is a nationally recognized leader in disability policy, workforce development and systems transformation, with more than 20 years of experience in the human services field. Kelley serves as a Trainer and Technical Assistance Specialist for the National Disability Institute (NDI), providing national-level guidance on benefits counseling, work incentives, asset development and inclusive employment strategies. In this role, she designs and delivers accessible, equity-centered training for providers across all U.S. states and territories.
Prior to joining NDI, Kelley served as a Senior Technical Assistance Liaison at Virginia Commonwealth University’s WIPA National Training Center, where she supported the national network of benefits planners and developed tools to improve service quality and sustainability. Earlier in her career, she was a Research Associate and Project Coordinator at the Indiana Institute on Disability and Community, where she led statewide initiatives for the Indiana Benefits Information Network (BIN).
Kelley brings expertise in Medicaid and Social Security policy, guiding school-to-work transitions, advancing employment services, and strengthening cross-system alignment. She has authored peer-reviewed publications, created nationally used training curricula and led multimillion-dollar development strategies, including securing federal, state and philanthropic grants. Her work bridges research and real-world impact, ensuring that policies translate into practical, people-centered solutions.
Kelley currently serves on the National Association of Benefits and Work Incentives Specialists (NABWIS).
Kelley holds a Bachelor’s degree in Business Management and a Master’s degree in Public Affairs with a concentration in Human Resources from Indiana Wesleyan University.
